Encryption Keys

I am not sure how this works but I only get the first four keys from the xypher shop...I need IV keys....As the night progressed me and another member went to the site and couldnt see any keys for sale..

How does this shop work?

You must have enough money in your petty cash to be able to buy the key you need, then it will allow you to buy it.
